THE STRUGGLE FOR THE DESIRED RESTORATION OF OBWAMI BWA BAKONZO KINGSHIP IS ALIGNED WITH THE LEGAL PROVISIONS CONTAINED IN THE 1995 CONSTITUTION OF THE REPUBLIC OF UGANDA CHAPTER FOUR AND CHAPTER SIXTEEN
Our highly respected followers, by use of this particular communication, we wish all, to be enabled to explore, and discover factual issues regarding Bukonzo kingship, and its legal status, in the democratic country of the Republic of Uganda; which is governed within the legal framework.
The Crown Prince Tibamwenda Basikania, has advised the education and research teams, under the monarchical Royal office, to provide relevant factual information, aimed at facilitating the acquisation of knowledge about Obwami Bwa Bukonzo kingdom, beyond a limited scope of understanding, including everything a part from nothing.
But the Crown Prince, deemed it necessary for us all, to first gain a clear understanding that, the ongoing struggle for the desired restoration of Obwami Bwa Bukonzo kingdom, is lawfully aligned with the categorically known legal provisions, contained in the 1995 constitution of the Republic of Uganda, Chapter Four Article 37, Chapter Sixteen, and other neighboring Rights, freedom or laws of the country, as learning progressively continues.
LOOKING AT CHAPTER FOUR OF THE 1995 CONSTITUTION OF THE REPUBLIC OF UGANDA AND KINGDOMS
When we are talking about the justification of the struggle for the desired restoration / recognition of Obwami Bwa Bukonzo kingdom within the Rwenzori region, reference is legalistically made to chapter four of the 1995 constitution of the Republic of Uganda.
The same chapter 4 provides for protection and promotion of fundamental and other human rights and freedoms contained in the constitution. Article 37 specifically states that: “Every person has the right as applicable to belong to, enjoy, practice, profess, maintain, and promote any culture, cultural institution, language, tradition, creed, or religion in communication with others”. Given this legal or constitutional provision, it therefore follows that, the Bakonzo ethnic people, of Rwenzori region, are lawfully focused in their struggle for the desired restoration, revival, and recognition of Obwami Bwa Bukonzo kingdom their tribalistically cherished ethnic kingship / cultural leadership institution in Uganda. This equally means that, the ongoing struggle is being steered along a legal path, destined to enjoying a tribe based constitutional right, in Uganda. It is the central government’s resolve to promote, and preserve cultural values and practices, which enhance the tribal dignity, and ethnic well being of Ugandans.
LOOKING AT CHAPTER SIXTEEN OF THE 1995 CONSTITUTION WHICH PROVIDES FOR THE RESTORATION AND ESTABLISHMENT OF KINGSHIP INSTITUTIONS
It should be clearly understood that, when we are actively involved, and practically engaged in the struggle for the desired restoration, and recognition of Obwami Bwa Bukonzo kingdom, we are raising a number of legal issues regarding the establishment of kingship or cultural leadership institutions, as legally provided for under chapter sixteen, in Article 246(1) of the 1995 constitution of the Republic of Uganda.
This constitution provides that: “The institution of traditional or cultural leader may exist in an area of Uganda in accordance with the culture, customs, and traditions or wishes, and aspirations of the people to whom it applies”. It is in this context that we are struggling for the desired and overdue restoration and recognition of Obwami Bwa Bukonzo kingdom, within the Rwenzori region.
As much as “Obusinga Bwa Rwenururu’’ (OBR) headed by the so far twice pardoned ex-rebel leader, Charles Kisembo Mumbere has so far sometime proved to be stumbling block, “Obwami” remains the traditionally known Bakonzo’s kingship or cultural leadership institution, whose struggle for the desired restoration is still ongoing issue.
The Crown Prince continues to educate Bakonzo on the fact that, “Obwami” has an understandable history. The same Obwami is embedded in the BED ROCK of the Bakonzo ethnic community leadership culture.
This kinship leadership institution, rightly called “Obwami” in the lukonzo language, was founded way back in 1630AD. It was founded by one gentleman called Kinyabondo Tswongho, who is Prince –Heir Swaleh Tibamwenda Basikania’s genetic lineage paternity ancestor.
Prince –Heir Tibamwenda Basikania is the bonafide and traditionally ordained Crown Prince for Obwami Bwa Bukonzo Kingdom, who is set to succeed the previous Omwami (King), late George Basiknia.
He assertively states it clear that, currently, the struggle of having Obwami revived, restored, and constitutionally recognized is ongoing. The establishment of Obwami the genuine Bakonzo’s kingship institution stands strongly firm to protect, promote, and carry forward the Bakonzo ethnic people’s culture, customs, norms, values, beliefs, traditions, and aspirations.
In a political environment and the functioning of Government authority, Obwami remains supportive of pro –people Government programmes, projects , schemes and policies for the betterment of Uganda our National Motherland.
